concealed toilet cistern and frame

just completed installation of above, turned water on expecting the cistern to fill and....nothing. there is water at the inlet valve but it doesn't get through the float valve. I am using tank fed low pressure water for this and suspect the float valve may be designed for mains pressure water borne out by the fact that it did start to fill when I applied mains pressure to it. The question is how does one gain access to these cisterns which appear totally enclosed and inaccessible (in fact I wonder what might happen years down the line when it needs maintenance).
I would be grateful to have the benefit of anyone's experiences.

what make is it, there designed so everything can be changed though the square flush plate once removed.

P.s its not a grohe one is it...rapid sl? as they have a brass isolation valve inside the cistern you undo with a flat headed screwdriver and they come closed from the factory.

need a photo,as for access no thought is hardly ever given to access and maintenance,I always say imagine if they made a car with no bonnet
