hi, for a low level disabled toilet it says. " WC distance from back wall [front 750mm from back wall) "
Does that mean the font lip at the top of the toilet around the bowl, or the front lip around the base of the toilet?

No mate not usually, I ether ask the merchant to print one off or download off the manufacturers website.
 
Chalked's diagram no 4 shows the correct size to the top lip. That is a constant measurement different Manu have different base footprints but the top lip is always at the forefront.

So the top lip of the bowl should always be 750mm from the back wall? and the diagram I posted is wrong?
