Pulsecoil 2000 boiler

Hi, i have a pulsecoil 2000 boiler and I am having problems trying to get hot water at times even when the boost is on.

I have noticed when the water is running cold and I turn the boiler completely off then on again it works fine for a while.....approximately 3 hrs.
The 2 thermostats for the immersion heaters were changed and the high limit thermostat.

Can anyone give me some ideas .....please!

When the stats were changed did they test the element for correct resistance? I would also check the elements are getting voltage from the timer when there is demand
