[MENTION][/MENTION]I've got a down stairs toilet that won't flush correctly,
it actually flushes the water will come in and drain down ,but as soon as there's any loo roll in it or the dreaded number 2 the toilet will flush and leave all the waste behind,
we thought it may be a faulty toilet so bought a new one but no different,
had the pipes all checked and no blockage
any suggestions please
 
Yes I even pour an extra jug of water in to see if it made any difference
there just seems to be no suction to pull waste out just a very gentle rise and fall of the water in the pan
 
Rod it.
Try forcing your garden hose down the soil, just to see if it clears.

Is the toilet fairly old?
Double syphon loos from 30 plus years ago, will do similar if their seal needs replaced on the 'bomb' inside them. The water level in pan rises slowly when flushed & falls away slowly without doing much. Often mistaken as blocked sewer.
 
I would look at the vent pipe as seems like gravity isn't working. You did say u changed the toilet n cistern?
 
Sorry u did say u checked drain n that's clear then replaced the toilet n cistern so call in a plumber to check your soil n vent pipe.
 
Sorry, - I missed the bit about the toilet was renewed!
