Hoping someone can help with this...

my cistern is exactly the same as the picture below

The clear plastic tube you can see in the picture has dislodged istelf and it's not in the cistern, I think it may be stuck inside the mechanism as my toilet swirls when flushed and there is always a piece of toilet paper left in the bowl after a flush. I think it may be blocking one side of the rim. This has only just recently happened.

Is ther a way that this can be checked or cleaned out without ripping the mechanism or toilet out?
 
The drop valve in the middle of picture should twist and remove. You may be able to retrieve through there, if not you will probably need to remove the cistern.
 
Stick your fingers around the rim & see

That plastic bag only guides water down when it's filling.

Will I have to turn the water off before removing the drop valve? My stop valve is tiled in :svengo:

I'll try stick my fingers around the rim and see if it can be removed before removing the drop valve.

No drop valve can be removed with water on. Toilet will essentially just keep flushing
