Water Meter Going Mad

I have just seen a lady who supposedly is losing over 100pounds worth of water each month, but she seems to have no leaks. She does not have central heating and there are no leaking taps etc to warrant this kind of loss in water. She had Anglian water come out in November, who dug up the mains pipe from the meter to her house and said they fixed a leak. But since then the meter still is going up but I COULD NOT see any form of leak in her house, I am very unsure what could be the problem, Anglian water are saying to her that the meters are guaranteed blah blah and insist there wouldnt be a problem with it. I am clueless, any help would be much appreciated.

Shut off the stop tap inside her property. If the meter is still spinning then the leak is between there and the meter or the meter isn't feeding her property (I've had this one). If it stops spinning the problem is internal. If there isn't a stop tap internally it's worth fitting one.

1st thing to do, get a standard pressure manometer on 1/2 inch thread, screw it into ladies shower hose, instead of shower, open water so you can take a reading, turn off mains stop tap under kitchen sink. if it still read the same, no leaks after that, stop tap!! next reopen stop tap under sink, close mains stop tap in street, check reading, if no drop then dodgy meter, if you get a drop then its between kitchen and mains! lift some floorboards, find entry point of mains into house, cut and cap, watch water meter. that narrows it down to external..
all of the above requires mains pressure water to your test point, check the shower is mains, and obviously not electric. i use this point because its hastle free, no pipe modifications reqd.

a water board man showed me how to see if the main was leaking hold a glass of water so that the tap is in the water get someone to turn of the main if there is a leah the water will be sucked back into the tap
probably not standard practice now due to non return valves now i come to think of it

thanks for your responses, but anglian water have already dug up from meter to her house so its not feeding another house, when she turns stop tap off in her house, the meter wont increase apart from certain times of day, this is what she told me anyways

sorry everyone, thnaks for your replies, i told the lady to turn the main stopcock off in her garden and see if the metere rose afater that......it did. so i told her it would probably be a dodgy meter and for her to get onto anglian water. you think that was the best course of action?
