Just bad practise or is there actually a reg that says this shouldn't be the case?

I presumed they don't come full bore but have just checked and you can get them full bore. Can't remember from memory if it looked like one or not. Was done by British Gas.

Probably all they had in the van - and also cheaper than a lever valve.
If a lever wasn't going to be a problem, I can't see why it wasn't used.
I would have thought regs would require a valve that has a head or lever.
The isolating slotted screw type are best bought that have ptfe seal inside them. You can just see the white hard ptfe seal at the ball if you look inside the valve. Obviously full bore valve best for where full flow is needed.
Have you ever tried the Peglers small lever 15mm valves? Very neat and red or blue painted handles for to show hot or cold
