You should be able to turn your stopcock fully open and should not have any leaks. It is good practice though to open it fully and then close it half to one turn.
£300 for a couple of hours work is a bit steep.
I believe its good practise when its open fully just to turn it back slightly to help prevent seizing up when not being used. But should be able to turn more than half way.
