how can I do minimise the risks associated with warm water system? thanks guys!

What's the context? Domestic? Care home? Specific disability or just stereotypical 'old and forgetful'.

UV filters and continual maintenance.
Change UV globes every 12 months and clean glass tubes every 3 months.
Have an alarm system that is not easily disabled - eg: by flicking a switch
Detailed Log Books.
Have a company do legionella tests every3, 6 or 12 months - as per local guidelines.
