I doubt very much it would be easier than radiators... Probably much more complicated and requiring attention to every detail. (you need to go round the perimeter of the whole room (outside walls at least)). For a really through professional. Take care of the hidden leaks on the corners...

As for the sufficency of the heat -> What is a room heat demand for 20 degrees differential (0 outside? 20 inside)? Does it has 10cm+ PU foam insulation with triple glazing or it is a ground floor corner extension with 1/2 brick thick uninsulated walls/plasterboard only ceiling? Is the heating used evenly through the 24h or only one hour in the morning/evening, even if there is 0 outside?

Look at the output of the skirting for 25-30 degrees differential and compare it to the room's demands.

we have fitted these type of systems.

And from this company: http://www.heatprofile.co.uk/

Yes was easy to fit and yes we would be happy to install again - customers were satisfied and still happy many ears after installation.
As per Bronze_tap working out heat requirements.

In our experience - this sort of system is one of many many unconventional solutions for warming your room and can do what it needs to.
We would really only consider it if other options were less attractive for some particular reason.
All things being equal UFH or traditional rads would be prefered in most situations.
