We have an Andrews water heater RFF280 in the house we've just moved into.

It's fed off a GAH accumulator (not mains) and its has a timed hot water circulating pump attached.

When the pump is off but the heater is on there is no hot water to the taps or shower so
there appears to be no hot water pressure from the heater unless the pump is on.

Is this normal in this type of setup ?
