Any Ideas what this is?

My Girlfriend has a field which she keeps horses on, which currently as far as we know has no water running to it.
It's a private field but has a road running through the middle of it, which many years ago was a public road, but is now closed off and is oly used for access to the land.
I was having a root around yesterday and discovered this in the bushes beside the road.
It's 3 pipes that are sitting inside a round, fairly thick metal pipe that is raised about 1.5 - 2ft out of the ground and apears to have 2 square holes cut out near the top oposite each other.
The 3 pipes inside, one is a fairly large, made of plastic and a blue colour and is about 3inches in diameter. The other two are also both plastic, black and are about 3/4 of an inch in diameter. one of them is blocked off at the top with some sort of white hard sealent?
All 3 pipes look like they have been roughly cut off just inside the metal pipe.

Could this be some sort of water connection? If so any ideas how we might go about getting it re-connected?

Any help much apreciated as its hard work lugging large containers of water down there every day😱
 
Hi. It certainly not apparent to me. But it may be worth poking about down the 3" pipe as there could be the head of a stopcock down there.
 
My guess is a bore hole - not a plumbers job usually but a water bore hole specialist type.

The bore hole might have dried out or be infected which is possibly why there's no cable or rope or anything there.
 
I go with that.

Go down to your town & country planning dept, it should be logged there.
By the way, a field with a road through it is called 2 fields, surley??
 
Just noticed this post.
Do you have a current or disused landfill in the vicinity?
Looks like it may be a Gas monitoring borehole. They may be placed some distance away from the landfill to monitor creeping gas.
Not an expert. Just used to to a bit of shooting and came accross something similar in past.
