Rothernberger used to supply a 12 mm guide with their 22/15 hand benders for this purpose maybe try the wesite regards Turnpin:rolleyes2:

You just need the 12mm guide and bend it in the 15mm wheel.
 
Aren't all mini benders 8mm,10mm and 12mm? I am sure mine are, just use a pair of grips for leverage, if you are doing a lot this looks like a nice bit of tooling..
