Boiler overpressurising on heating an dropping on hw

Right guys working on a heatline c 24 combi boiler and on the central heating boiler rises to over 3 bar an blows off then when run the hot water pressure drops, fitted new prv and expansion vessel, and recharged numerous times still no luck, any ideas in the next step to take cheers

you have to pm gas man your details and think you have to get your post count over 10 then you will be allowed into the gs inner sanctum sorry, its to prevent any tom dick or harry getting gas advice
