Is this a system boiler? Not a combi.
If it has a cylinder, fault more than likely isn't with the boiler

The heating thermostat on the boiler needs to be kept above 60 deg or your water will not be hot enough. The HW cylinder can only get as hot as the water from the boiler supplying it.
The HW thermostat (if fitted) on this boiler doesn't work.

This boiler is a System boiler and without the correct vaillant controls using the Ebus system the only knob that works on the boiler will be the heating knob. This is because non vaillant controls just fire up the heating and the heating only. The heating engineer will have used two zone valves or a single 3 way valve to direct the heat to either the heating or hot water. So turning the heating knob down will only allow it heat up the water to the temprature you set.
