Hi,

This is my first post, and I have a genuine issue so hoping for some assistance.

I am based in Edinburgh and about 7 or 8 years ago, I commissioned a guy to carry out a number of jobs on a conversion of my flat from a 1 to a 2 bed property. I paid him cash. Though he did a good job, it would appear paperwork was not his strong suit, and naively I had assumed it had all been done.

There are a number of things I have found out I need to follow up on, but the main one I am having an issue with is my Boiler. I believe he fitted it himself, and have found out after a bit of cat and mouse that is was not commissioned at the time of installation (I have located the paperwork, and it is incomplete) I have been in touch with him, and received the following response.

Hi.

I can vaguely remember job. If at the time work was completed & needed signing off this would have been supplied. I was never corgi/gas safe registered then or now & any gas work that is required is always carried out by a fully qualified gas safe engineer. As this work was carried out well over 5 years ago I would be unable to tell you who completed this work. I am sorry I can't help you on this occasion.

He was involved in work at my property for over 6 months, so he will definitely remember it.

Ultimately, all I want is the paperwork completed in the most straight forward way. I refuse to believe he doesn't remember who carried out the Gas Work, and at worst it could be a list of 2 or 3 people he would have used. I have also been in touch with Vokera, who confirm the Boiler is not registered with them.

I am concerned that he did all of the work himself and is not registered to do so.

I need some advice on how to proceed here, and if this is a typical situation at all?

You want the paperwork completed, 7 or 8 years later? Have I got that right?

I think it is gas safe you need to check the boiler registration with. What paperwork do you have with the boiler install? You should have MIs with it and a benchmark book.

Basically I need the Boiler to be commissioned as I want to sell the flat. The plans weren't completed with the local council, and to get them I need to provide a Completion Cert on the Boiler.

So its a bit Catch 22.

I can do most of what required myself (there are a lot of other things), but the Boiler Commission Cert I cannot do.
 
Get a Boiler service and a gas safety certificate from a gas safe registered engineer !

I've been in touch with GasSafe, and they have confirmed the work wasn't commissioned. They have said he can compete the paperwork and submit it backdated.

Assuming he is not going to comply with this, is it common enough to get another gas fitter to sign this off? Or is it an issue to get someone to sign off someone elses work?
 
It's a bit late for any boiler warrantee, from the manufacturers!
But as for gas safe registration. Just get a local gas safe registered installer round. Tell him your problem and he/she, sould be able to register it.

But..............
Be prepared that it might not be installed to current, or even older standards. And work may need to be done to bring it up to spec. Also prepare to have an invoice larger than normal, as no one likes signing off others work.

Yeah, I did wonder about this. And can understand tbh.

I'll give the initial guy the benefit of the doubt for a day or so, but I am concerned he did it himself and that there was no Registered Gas Fitter involved. I will then try and find someone to assist from that point.

Why don't you say to him. It has never been commisioned, or registered for warrantee. Both of which, he should have done, or organised. You paid for the job in good faith.

Ask him to retrospectively, to produce one, or to pay for another engineer to do it. If not you will report him to gas safe. ( a worthless threat. Tbh!)
See what he comes back with. If nothing, you will have to get someone else in at your expense.
 
Yeah, I am going to try to get him to sort it out. But he is (as I am now recalling) not all that amazing to deal with, really defensive (I now know why!) and basically a pain in the arse.

How lightly would someone uncertified take the decision to install themselves, is it viewed as a big deal? Or is he more likely just not arsed to find out who his guy was because its a ball ache?

I will save the Gas Safe threat as my final card, but its there to be used if necessary...!
