first one of the winter for me, customer has already remarked the bath hot is not as warm as the basin hot. (usual combi winter problem)
I would normally try fit one of the wondervalves (the ones with the coloured cartridges to suit the amount of water required) but on this job some MORON has tiled in the bath panel.
Does any off you think its worth putting one on the cold supply into the boiler (with the appropriate cartridge fitted ), I know most have some type of flow restrictor in them, but there always seems to be a mega flow at the bath hot anyway.

have you looked at at gas pressures? say its burning less mb than it should, it can affect temp at high flow outlets like bath taps while delivering higher temps at lower flow outlets (basin etc) and making it look like its a local issue to the tap/shower
 
Also test water pressure and get your wier cup on the tap. The flow could be too high
