someone I do work for has txt me the picture saying it is leaking, out the body by the look of where the tissue is positioned.

the white box is a water meter, there isn't a water heater in the apartment

The stop tap arrangement was added by the water authority it's their problem and if it's leaking email them or write a letter send it by recorded delivery . Better than a phone call. You know they are going to fix it ASAP. If their portly maintained equipment should damage your property.......

Yes the apartment is about 10 years old. I will tell him to contact the water supplier.
