Can someone just clarify when building control need to be told about a new toilet, addition to soil pipe etc.

I've got a couple of quotes to do with extra toilets and just want to be clear regarding building control.

Hi To comply you may well need to notify them. However is seems to be regional. I live in a rural area now and was amazed that even on small sites soil system testing was never asked for or indeed carried out.
