Can only get hot water or heating

So I have been called to a s plan system which will only give hot water or heating. Not both at the same time. Only 240v coming from on at the programmer 1 at a time when both calling. New programmer needed I think?

Yep if your only getting one live from the prog then prog has failed test by temporarily removing the prog and link the wires

And then put the programmer back on and see if I get water and heating yes?

Yes you could move the side that's not turning on to working side

Sounds like a programmer fault. Do what Shaun has suggested to test it.

Update on that Church job we looked at. They had a company from Manchester come and install a few fan heaters and 2 boilers for 40,000. No heat replacement fans or even wiring the controls. A separate company did the wiring.

Update: when back a couple of days ago to this and installed new programmer. Working as it should now. Cheers all for help.
