So we have had a hissing toilet for ages but for the life of me I cannot find the shutoff valve. Im assuming its the file valve seal thats faulty. There is a chance that the valve is outside on the street. What would I be looking for if it is. There is a small metal cover outside but I dont wont to go ooening it up? Thanks
 
That maybe your stop tap under the cover , If you aren't sure and can not find an internal stoptap ,ring your local water supplier , they will come out , find and get their stoptap working .
 
any down stairs toilets ? attached leantoos/ garages ? start looking around can you see any boxing in
 
if it is hidden away you may never find it. If you can get in the crawl space under floor and look around for the incoming main and follow it to the stopcock. Or switch the isolator in the street outside house to isolate whole house or block of flats. If flats make sure you tell neighbours and surrounding businesses before you turn it off.
Get one fitted when it is isolated.
 
What type of property is it? Some very accurate suggestions already. Is there not an isolation valve fitted on the feed to it? (Photo attached).

Appreciate all the help. No down stair loos or anything its a Semi detached we are in. The floor boards in the utility room have at some point been cut to what I suspect is to give access to sonething. I had a look down there a while ago but couldnt see anything?
 
Try tracing backwards if you can from the cold feed at the kitchen tap, you may have to look under kick boards if you can access them.

Also I’m going over what other have said so apologies, however places to look:

Under kitchen sink, cupboards adjacent, by the front door, by boxing in at the back door.
