Can anyone explain the boiler and its parts ?

At first I saw a cictern tank on top of the cylinder and a gate valve which I thought was the inlet for f&e cictern so I shut it off and drained down the system. After finishing work on central heating I turned the gate valve back on and it wasn't filling up so I figured it was for the cold feed to cylinder. I thought there might be another f&e cictern somewhere but then I looked under the boiler and saw a filling loop so I filled up the system.

Does anyone know what type of boiler this is ? Or is it a boiler ? Looks hand made with components and doesn't have a flue.
 
Did you not notice the two 22mm F&R coming into the unit & the two going out?

If no flue & no large electrical supply to it what is the heat source for this boiler ?

Here's another picture showing the pipes going in, and when I filled the system, it was filling with hot water.
 
Just had another thread just like this one the other day.

Another heat interface unit HIU.
Communal heating heat exchange system.

As above hiu. Basically a heat exchanger for hot water and pump and valves for heating. Common in blocks of flats.
