You need a 'tube spanner' that will go over the spindle and engage the female hexagon. Difficult to get one that is the right size and strong enough. (A standard spark-plug style box spanner will probably not have thick enough walls.) Even then the chances of a successful extraction are not 100%.
Unless it's a really expensive branded tap, in which case you should be able to get the tool along with the replacement cartridge, I'd just replace the whole tap. It'll be less hassle and is a sure thing.
I have done a similar one by driving the hexagon around using a small cold chisel and a hammer. It looks like there is enough thickness on your one.
However this should only be attempted if you are prepared for any disasters that may ensue and are able to deal with them.
If not, best to replace tap.
