Central Heating comes on when Hot Water Tap is Opened

Hi All,
i have an Ideal Mini C28, combi boiler, that was fitted about 2 years ago, and now, when i turn on the hot water tap, the central heating goes on. When i turn the tap off, the central heating goes off too. My plumber thinks its a valve inside a part that he is going to buy. He has made it clear that it might not be that part and that he may need to buy another, and that he will be charging me for his time on site.
Has anyone come across this problem or have any advise for me.
