A flat on the first floor is having a 30 plus year old central heating boiler replaced. The new boiler is being sited in the bedroom and the old back boiler is being left in situ.
There is some concern that some water may be left in the old boiler which may eventually leak and cause problems to timber and the flat below.
Are there regulations which relate specifically to flats ? If so, where can I find them ?

You're worrying over nothing. Any water remaining in the old boiler will evaporate long before the boiler rots and allows it to leak out.

As per mike. Just ensure it's drained down thoroughly and allowed an air hole
 
Why is it not being removed?
Is it so the gas fire can be used?
