my boiler keeps making what can only be described as water slusshing around in the boiler is this normal plus only downstairs radiators work when this happens........all radiators have beeen bled
 
The boiler should have an automatic air vent inside which should release the air, this may have been screwed shut stopping it from releasing air.

You would need to get an engineer in to check.
 
Empty the whole system shut off every radiator drain the boiler theres a drain tap inside shut down boiler turn off electric supply. Refill system boiler will fill at the same time. Opening one radiator at a time and vent make sure the cap on the auto vent inside the boiler is loose. Turn on boiler, it should then go through purging sequence and get rid of all the air. Thats if its a new greenstar, if its an old CDI theres an AAV at the top just undo till water comes out, there should then be no air in the system.
