Can anyone tell me what would cause cistern to fill when basin tap is turned on? Thanks in advance.
 
There should be no reason as to why it is filling the system up when the basin taps are on, I would suggest a new inlet valve to the wc cistern :eek:
 
sounds like the valves you have in pub toilets that let the cistern fill when the cold water pressure drops (hot or cold tap turned on to wash hands) . For some reason i can't remember the name of it

i think its called a Cistermiser

The new ones have timers now or IR sensors now

I hope it is this as it can't be anything else

I really racked my brain before your suggestion
 
she has a plumber coming tonight, i will ask her what it was and divulge!!
