Combi boiler HW ok upstairs but not in Kitchen

Hi guys

Had a call off a customer asking me to go round. They have hot water ok upstairs in the bathroom but not at the kitchen sink which is right next to the boiler.

Would I be on the right lines in thinking this is more likely a dodgy tap rather than a fault with the boiler?

cold water is higher pressure than hw at kitchen mixer prehaps
