If you've turned the boiler off and made turned the timer off and put tape on it and a note saying don't touch, plumber working.

WHY WHY WHY would a customer then turn it all on because they're cold! without at least asking..........

Maybe because they thought they'd get a shock from the bill after.....so they thought they'd shock you first!!!!! LOL
