I have a basin tap to fit in a disabled toilet at a doctors surgery.

Its the basin mono type tap that moves left for cold and right for cold.

Do I need to fit TMV3 or I have seen a tap that can be set to limit hot water ( non thermostatic), would that comply with regs?

You can have a standard lever tap supplied from a separate TMV3 mixing mounted underneath the basin. The tap design must of course be suitable for disabled use.
