Drippy blow-off

Looking at a mate's dripping blow-off pipe at the weekend, guessing the storage tanks float valve isn't operating properly or perhaps the cylinder temp is set too high? any other tips would be appreciated....

Is it presureised cylinder or normal,if pressurised maybe reprime air bubble as per instructions on side of cylinder
Anything else and a qualified/registered person should have a look

blow-of valves knacked, generally they only last for 3-4 releases.

which blow off is it? heating or from a pressurised cylinder?
