I have the CH turned off at the moment, but hot water is still on. When I looked in the loft the header tank was dry - is this normal?
 
no you have a faulty float valve. don't run the system with no water you'll end up with more damage
 
just wobble the ball valve up & down vigorously. water should start to flow. lift the valve arm up just to confirm that the flow will stop when the system is full. vent the system/rads as necessary.
