Qualifications in this country to be a plumber is somewhat of a grey area, currently afaik technically you don't need any qualifications to do wet plumbing (except for certain systems, eg unvented, solid fuel etc). Only thing is if you don't have qualifications your gonna be in trouble when you get something wrong. I Keep hearing rumours that the government will be introducing a minimum standard (probably nvq 2), but not sure when this will happen. Having said this I know people with no official qualifications (but years of experience) who are very good wet plumbers, and have met people with fast track qualification nvq3, part L + water regs who really don't know what they are doing^^. Obviously for any gas work you need to hold the appropriate gas safe ticket, likewise for unvented, solar, heat pumps etc.
I would ask the immigration people what level they require, basically I think you will get more 'points' the more qualified you are. A friend of a friend (young guy ~17) 's family were wanting to move to Australia, and they didn't have quite enough points to get in, until he took his C+G level two which just managed to tip them over so they could make the move.
Another thing to consider is the standard of training you will be able to recieve, I don't know about Canada but I do know English plumbing qualifications are among the best in the world. Even if you just about have enough to move it might be worth holding fire and getting a few more tickets whilst in the U.K.
