Error E119 Potterton Combi Gold 24E

I'm getting an e119 error which I assume is low water pressure. I'm turning the 2 valves that I think should increase pressure but I'm not getting anything. Any ideas?

Or should I be turning these 2 instead??? I can't really see where a 'filling loop' would be?

not the red 1s you circled but the blue knobs i circled. The 2nd 1 isn’t in your picture but it looks the same.
