It’s a flow through expansion vessel normally used on potable water to bring the legionella risk down

Still fine just there more expensive that the regular ones

The idea of a flow through expansion vessel is to prevent stagnation water and potential build up of legionella bacteria. The water is constantly moving through one of these vessels, rather than staying put and becoming a risk. As Shaun says usually on hot water circuits but will work just the same in a heating circuit.
Remember the vessel creates the point of no pressure change and should be sited in the correct place.

So even when there's no pump circulating

The point the vessel tees into the system is the point of no pressure change when the circulating pump is energised. Ideally you want the vessel on the return back to boiler with the pump shortly afterwards.
