4 boilers I've been to this week and the filling loop was a pressure reducing valve reduced to 1 bar all combi boilers as for as I'm aware this is not allowed or have the rules changed.
Filling loop is temporary and should be removed once the system has been filled as far as I'm aware shaky Sounds like someone's been having trouble with loosing pressure and this is their way of resolving the problem? Is there a common link to owner or previous maintenance engineer perhaps?

could be to stop idiots topping their heating up to much seen some tenants leave them open putting excessive pressure in the boiler causing the prv to constantly run.
Seen it on big houses with u/f heating. Guys dont want to keep coming back to top up if the job is far away. Some customers dont want to top up themselves.
Commercial installations utalise a pressurisation unit to automatically top up, however they are not directly connected to the mains ... It's a no no unless water regulations have changed in the past couple of years?
A filling loop for a heating system must have air gap (when we all take the hose off) I did buy I mechanical valve set that was WRAS approved (£400 if I remember) for a posh house with a external boiler. You even had to run a overflow from it. The valve set was a pain to fit as it was 450mm long.
