Flex icon running constantly

Been at a job for a few days doing a couple of bathrooms and the bloke said his boiler stays on constantly. I checked the 2 ports all ok, on the switch live I have got 11v going to it. The boiler is in warranty so told him to get Glowworm out but just wondering.

Is boiler running with the zone valves closed, because if open then check controls, i take it there external? timer / stat, Test all controls to see where power is or where it isnt, and if new have the wiring checked to make sure its wired correctly,

Sorry milsy forgot to say did you switch it off, (mains) to check if it comes straight back on when switching power back on? to see if any movement at zoner and if boiler comes back on, good luck,

I had a quick check and no voltage going where it shouldn't in the airing cupboard so I just thought it could be a Pcb fault. As I wasn't getting paid for looking I didn't go to much into it.
