I am aware of flues being 300 from an openable window or vent but what if the vent goes into the cavity but not the room inside? Where does that stand?

if youve got a vent that just goes into the cavity but not directly into the room you have no idea where poss exhaust could go. just seal it
 
. . . and install a replacement vent in another location.

Vents are needed to prevent condensation, rot, etc.
agreeish depends on the age of the house. most of the old vents wernt sleeved so internal vent could have been already blocked. if not sure where flue discharge could go err on the side of caution, cover your own back and advise cust why you are doing this
