I work in property management and a new legislation is coming in where all flues must have access for inspection. unfortunately due to the nature of the buildings this is not possible as the flue runs through. also, due to the type of some buildings we would not receive planning permission to box a flue within each flat which would run directly to the external wall. can anyone suggest an alternative, i have looked at the electric combi boilers but they are too large and i would assume that it is not possible to have a flueless gas boiler. I have spoken to a couple of boiler manufacturers who were unable to help (and didn't know about the new legislation). budget is not the issue, it is just how best I can solve the problem.

You're quite right: the amount of combustion gas produced by anything big enough to heat water and a property will need a flue of some kind.

You say you won't get PP to box the flues in internally, where sort of route do they currently take?
 
You won't get a fluless gas boiler. Hopefuly the lower floor flats chimney/flue don't run through the upper floor flats? Sounds like you require a gas safety consultant to visit site and look at your problem.
