Is a gas appliance deemed safe it is not installed to manufacturers instructions?

Such as flue termination being too close to down pipe.
 
depends on whats wrong can you give us more info
 
It's a hypothetical. Would it be classed as AR if it was melting a plastic down pipe?

Am i right in thinking that flue terminal being too close to corners, windows, doors... would be classed as NCS unless it is allowing co into the room through window or recycling the POC.
 
Is there a place i can ask these questions? I have ACS coming up soon and i'm still a little bit confused on this whole AR NCS thing. As i believe NCS is no longer a thing. And AR can now be one that needs a label and one that doesn't.
