Just wondered if you can still issue a cp12 for a Inset gas fire that has been sealed to the chimney, usually you would want to take this out to inspect the condition of the flue. In the real world it is not straight forward and sometimes you can't get the fire out unless you dismantle the whole fire place, removing marble effect panels the lot. Do you get the owner to do it or do you charge the extra for the service or issue a waning notice with the cp12 stating no access to flue.
 
in a word no ,if it cant be removed for inspection its id you cant fully say its safe,could be a ton of debris behind it and the builders opening may not be to mi,s
