Hello. Two years ago, my upstairs neighbour and I had our gas meters moved compulsorily from inside our flats about 12 feet from our combi boilers to downstairs and outside the flats. The boilers (different makes) have not functioned properly since and my neighbour has just paid £3k for a new boiler only to be told that her old one was fine and the problem is that when the meter was moved, the diameter of the pipe from the meter to the boiler (?) should have been changed from the original size because of the much increased distance between meter and boiler. She is now having the pipes replaced at much inconvenience and mess and cost.
I am not sure if I should draw this to the attention of the engineer when he comes to service the boiler as part of my 2 star plan as he has never mentioned it as a potential reason for my problems. I am also confused re why I would have to pay for any new pipes as it seems to be the error of the entity moving the meters.
My problem is that I keep having to refill my boiler.

Your gas pipes should have been sized appropretely to the boiler size, how ever even if undersized, it wouldnot have anything to do with your loss of pressure in the system.
You've got a water leak somewhere on the boiler or system, or your Expansion vessel has lost it's pressure & when the system heats up, the pressure builds up & water is released thro' the sfety relief valve/pipe.
 
Thank you aggis; that sounds exactly like what is going on... it starts to cough and splutter then gives out a sort of spluttering, steam exhaust noise ( as if water is being sprayed out somewhere) and then it goes, "bang bang bang", really loudly at which point I switch it off, refill it, reset it and switch it on again until the next time. This is okay when I am at home but sometimes it happens when I am at work and the heating comes on with the timer... I will ask the engineer what he proposes to do about it (a new boiler probably?)

No aggis is right sounds like expansion vessel
There is a cap on expansion vessel take it off and you should see what looks like a bike inertube valve give the wee pin a press and see if any air comes out (do this when heating cold) if no air it needs recharged with air (the label or MIs will tell you to what pressure)
If water comes out the diaphragm has burst and you need a new expansion vessel
