please help,

a family member has a 3 storey house with 15 rads in total the top floor and the 2nd heat no probs but the ground floor 5 rads only heat sometimes, we have tried bleeding them( no air) and turning some off to see if that helps but no joy, this prob has only started over the last couple of weeks, so any pointers would be happly received
 
Find the drain off point on the ground floor and let some water out - if its black or red/brown its clogged up.

Might also be an airlock so fix hose to drain off and connect to mains tap and shoot it up with mains pressure assuming its not a combi.

Could be a dickey pump and the upper floors are heating by convection

thanks will try and keep every updated in case it does'nt work, fingers crossed just wish it was electric and not plumbing
