Hot 3 Bar Cold 5 Bar

My hot and cold have unbalanced pressure in one bathroom. (Hot 3 bar, Cold 5 bar) The bathroom cold feed has been taken off before the pressure reducing valve for the rest of the house. Should i simply just put a PRV on the bathroom cold feed to regulate it to 3bar? The system has an expansion vessel for the other main PRV, will the bathroom need one aswell if i put a PRV on that supply?

Is the pipe work accessible after the prv? if so cap the existing bathroom supply and cut a new tee in after the prv

As above. Plumbed wrong. You need balanced pressure to ever thermostatically mixed water outlet. Oh and body mixed taps.

You could just put a Pressure reducing valve before any tee's on the incoming main in an accessible location effectively making the other one redundant

Unfortunately the incoming main is covered by kitchen cupboards and then comes into the airing cupboard, where the pressure reducing valve is. There is no room for me to come off after the PRV. The plumber took a tee off under the airing cupboard for the bathroom supply
before he put the cylinder in. Is it the wrong thing to do to put a PRV just on the bathroom cold supply?

Nope. Just make sure you get an adjustable one as you'll have to fiddle a little.
