It could be a couple of things. How hot is the water? You could have a hot pipe under a cold pipe, you could have a mixer tap, that’s getting hot water into it. Any work done recently?
 
Hi I am getting hot water through the cold tap, could this be a TMV problem?
Look for any device (shower, TMV, mixer tap) that mixes hot and cold water. Check the temperature of both inlet pipes (a finger will do). Run the tap-that-should-be-cold until it's coming out hot. Recheck the mixing devices, if one now has both inlet pipes hot that's the culprit. It needs fixing and non-return valves (NRVs) fitted.

Thanks for your reply, the cold water is getting up to 45 degrees Centigrade. There is a TMV which I have replaced but hasn't solved the problem. I don't have NRV's fitted. It seems from your reply I should try that next. It's not a new installation this problem has occurred recently.

Many thanks for your reply, the water is quite hot certainly as hot as the hot tap. I have changed the TMV but this hasn't solved the problem. From your reply I think fitting NRV's is the next thing to do. It's not a new installation this problem had only occurred recently. Thanks for your advice.

Hi Thanks for your advice, it's not a new installation but problem that had just occurred. The water is coming out just as hot as the hot tap but in waves of hit then cooler then warm again. I don't have NRV's fitted. I've been advised to fit them do I will try that next. Thanks for your help
