hot water is luke warm almost cold bacteria?

could someone please help me out with the problem i am having.I cannot have a shower or bath or wash up as the water from the taps is either cold or luke warm.My wife said that last year the plumber went into the loft and said we had bacteria in the tank and put some tablets in it. Could anyone confirm that this would be correct and if so could you please tell me where i can get these and what i have to do.

28 CDI is a combi as you said previously , these are not normally tank fed if ever

They are normally fed direct from the rising water main, but supposing your water supply pressure is very low (below 1 Bar @ 15 Lpm) then I suppose it could be tank fed , but it would have to be quite a large tank

The hot water problem will not be bacteria related although,that may be a additional problem

The lack of hot water will probably be a boiler operational problem

Not tank fed mate. Is there power to boiler(lights on)? Have you pressed the reset? can you get heating at all? if so try hot water while heating is on... that'll give us all some idea of whats happening mate. You really have to give more info

have seen some worcester combi's fed from a tank but this is the heating side only , where the air vent would of been a special fitting has been inserted there

wonder why anyone would do that? it seems more difficult ?? ok, point taken
