This is the situation - 3-storey house. On top floor bathroom, hot water tap does not work. The hot water tank is on the middle floor. In the attic is a small cold water expansion tank. Hot water on middle floor (bathroom) does work and hot water on ground floor (utility & kitchen) does work. Homeowners say hot water tap hasn’t worked since they moved in a year ago (they only use middle floor bathroom)

I have opened all of the stop cocks, this has not worked.

Do you have any suggestions?

When you say Hot water tank is on middle floor, do you mean hot water cylinder?

If there is a cold water storage cistern in the attic, then the head of water should give enough pressure to get hot water to top floor.

Very hard to tell what is going on without looking at the system.
 
Just a thought, but sometimes when there is no head of water to supply hot & cold to a top floor, some diy jobs are supplied with cold only, taken from the mains supply. This will do a elecric shower also. Can't help if we have no info.
