I have notices that my hater is now extremely hot the water in the tank is getting hot even when I have the hot water switched off, I turn the thermostsat up and I have the motorised valve kick in do you think the thermostat is knackered or do you think the motorised valve is jammed opened.

If the motorised valve is 'kicking in' when you have the hot water off but turn up the stat then you may alternatively have a problem with the programmer. Or indeed it could be that vermin have chewed and shorted the wiring. This is not the kind of problem that can be diagnosed without running over the circuits with a mains tester.
