my cousin has an indirect system and to get hot water the heating system has to be on as well,any suggerstions anyone,is the diverter valve stuck?thanks,ajoint
 
have a look at the programmer. its common on older systems not to have independent hot water and heating.
basically if the boiler is on the hw is on and a two port valve gives ch as an option alongside the always on hw.
this can be remedied by the addition of a new programmer/pipe configuration and upgrade to a fully pumped system.

could have a summer valve . follow the pipe from the pump one should go to the cylinder then tee for the htg there may be a manual gate valve on the radiator circuit old systems were like this

Open up the wiring centre and check the wire from the cylinder stat back to the wiring centre and as long as the water is cold in the hot water tank and your programmer is set for hot water to be on you should get 230 ish volts reading on a multimeter but please only do this if you are competent. Also your "cousin" seems to be having a lot of trouble with plumbing?
