There's a little black pipe sticking out the side of my house and it releases water for about 18 hours out of the day.

Someone claimed it's the stopcock on the water tank up in the attic, but I think it's something else.

One of the upstairs toilets is busted. I think the valve is too tight because you know the way water is supposed to constantly run in the cistern - like, all the time? That doesn't happen so I'm thinking the two issues are connected?

Any ideas?
 
How high up is the pipe ?
 
Above the window window or just lower

If it’s lower likelihood it’s the toilet
